An interesting plan, but does anyone really believe that Saddam Hussein would accept the occupation of his country for several years?
It makes you wonder if this is a plan designed for failure, so that Germany and France can say, "well, at least we tried to avert a war, but those Iraqis just wouldn't listen!"
